Entry into Italy from abroad

Reporting requirement to the Department of Prevention to enter into the Italian territory, in accordance with article 50 paragraph 3 of the Prime Ministerial Decree dated 2nd March 2021

Attention:

  • when the completion of the form is requested, among the mandatory fields there is the one of the Tax Code. Those who do not have it, can get it from various websites, as for example https://quifinanza.it/strumenti/codice-fiscale
  • when requested, a declaration must be filled in form for each person entering in Italy.
  • For entry into the National territory, children under 6 years old are exempted from molecular or antigenic testing. For these persons, when a scan or a declaration of  “Green Certificate” and/or “ a molecular or antigenic test”possession on the online-form on these webpages is required, please attach it or declare that accompanying person holds a “Green Certificate” and/or a “molecular or antigenic test”.
  • Minors under 18 years old shall not be required to undergo the measure of fiduciary isolation if this obligation is not imposed on the parent or parents accompanying them. The exemption from fiduciary isolation does not apply to minors aged six years or over for whom no evidence of swabbing has been submitted for entry into Italy from foreign States or territories, where provided for.

In this section are listed the countries as classified by Annex 20 of the Prime Ministerial Decree dated 2nd March 2021 and subsequent modifications and integrations.

PARTIAL EXEMPTION

For the specific situations listed below, there is no obligation to undergo isolation and health surveillance.

Other obligations remain, if they are required (Communication to AULSS, PLF and Molecular or Antigenic Test).

  • a) (excluding);
  • b) (excluding);
  • c) (excluding);
  • d) entry for work purposes governed by special safety protocols, approved by the competent health authority;
  • e) entry for non-recurring reasons, with the prior authorisation of the Ministry of Health and with the obligation to present to the carrier at the time of embarkation and to any person responsible for carrying out the checks an attestation that he has submitted himself, in the 48 hours prior to entry into the national territory, to a molecular or antigenic test, carried out by buffering and negative result;
  • f) (modified and excluded);
  • g) (modified and excluded);
  • h) nationals and residents of a Member State of the European Union and of the other States and territories listed in lists A, B, C and D of Annex 20 who enter Italy for proven employment, unless they have stayed or transited in one or more of the States and territories on list C during the 14 days preceding their entry into Italy;
  • i) medical personnel entering Italy for the exercise of professional health qualifications, including the temporary exercise referred to in art. 13 of the decree-law 17 March 2020, n. 18, converted, with modifications, by the law 24 April 2020, n. 27;
  • l) (excluding)
  • m) staff of companies and entities having their registered or secondary office in Italy for travel abroad for proven work needs of no more than 120 hours;
  • n) officials and other servants, however called, of the European Union or of international organisations, diplomatic agents, administrative and technical staff of diplomatic missions, officials and consular staff, military personnel, including those returning from international missions, and police forces, to personnel of the Security Information System of the Republic and fire brigades in the exercise of their duties;
  • o) to pupils and students for the purpose of attending a course of study in a State other than that of residence, dwelling or dwelling, to which they return every day or at least once a week;
  • p) to the entrances through flights «Covid-tested», in accordance with the order of the Minister of Health 23 November 2020 and subsequent modifications;
  • q) the entrances for sports competitions of national interest in accordance with the provisions of art. 49, paragraph 5.
TOTAL EXEMPTION

For the specific situations listed below, there is no obligation to enter with a negative test, to undergo health surveillance or to perform post-entry tests. The only obligations remain to:

  • fill in the Passenger Locator Form by connecting to the website https://app.euplf.eu/#/
  • fill in the online form on this web page according to the country of origin, attaching the Passenger Locator Form
  • a) crew of means of transport;
  • b) travelling staff;
  • c) movements to and from the States and territories listed in List A of Annex 20;
  • d) (excluded);
  • e) (excluded);
  • f) (modified and excluded);
  • g) (modified and excluded);
  • h) (excluded);
  • i) (excluded);
  • l) cross-border workers entering and leaving the national territory for proven work reasons and for their subsequent return to their permanent address, temporary address or dwelling;
  • m) (excluded);
  • n) (excluded);
  • o) (excluded);
  • p) (excluded);
  • q) (excluded);

and previous situations f) and g) as amended:

  1. any person travelling by private means in the Italian territory for a period not exceeding 36 hours, with the obligation, at the end of that period, to immediately leave the national territory, or in case of that missing, to begin a period of 5 days isolation at the address indicated in the Passenger Locator Form and a molecular or antigenic test,carried out by means of swab, at the end of that period;
  2. anyone entering Italy for a period not exceeding 120 hours for proven work, health or absolute urgency, with the obligation, at the end of that period, to immediately leave the national territory or, in case of that missing, to begin a period of 5 days isolation at the address indicated in the Passenger Locator Form and a molecular or antigenic test, carried out by means of swab, at the end of that period;
